Description
Rotherham Metropolitan Borough Council is inviting tenders from experienced organizations to provide Domestic Abuse Safe Accommodation Services, including Refuge, to support domestic abuse victims and their children with safe accommodation and support.
The service will run for four years, starting on 1/10/2025, with an option to extend for up to two additional years.
The core contract includes a minimum of 8 units in a refuge and 2 dispersed properties. The refuge is a single-sex space for women and their children, while the dispersed properties have no exclusion criteria. The services will offer specialist domestic abuse support, helping victims and their dependents stay safe, live independently, build confidence, and participate in group work and social activities to combat loneliness and isolation. Individuals will also receive support to manage their tenancy and engage in the local community. The service will assist victims and survivors in assessing move-on options and navigating positive, managed moves to long-term, settled homes with safety plans.
The service is short-term, averaging three to six months. The core contract is a block contract valued at £250,000 per annum.
In addition to the core contract, the Council seeks to establish a Single Provider Framework for non-core activities. These non-core requirements will be negotiated with the successful provider and will form part of a framework contract for additional services, subject to additional funding. There is no commitment from the Council to place orders for non-core activities. The non-core activity value can be up to 100% of the core contract value.
The total value range for all activities over the six-year contract duration is between £1,000,000 (core contract for the initial four-year term) and £3,000,000 (including core and non-core activities over six years).
